The Omnibus Budget Reconciliation Act of 1987 (OBRA 1987) required states to initiate and maintain Nurse Aide Training, Competency Evaluation Test and Nurse Aide Registries to define training and evaluation standards for nurse aides who work in long term care units, hospitals and health care centers.
In Rhode Island, the Department of Health carries the responsibility of CNA RI training programs throughout the state, as per the federal regulation.

Pre-requisite for Certification:

In order to get certification and eligibility to be listed in Rhode Island Nurse Registry, a nursing aide trainee should complete following requirements of Department of Health:

• Complete a state-approved CNA Rhode Island training program
• Pass the state’s CNA competency examination, which includes classroom and clinical trainings.
• Pass a criminal and behavior history background check

Training Program Curriculum:

• 100 hours of total training
• A classroom learning component
• 20 hours of clinical training
• Can  be completed within 90 days

In the classroom component of CNA RI training programs prior to actual contact with residents, students are instructed on:

• Restorative care
• Basic nursing practices
• Residents’ rights
• Infection control
• Emergency procedures
• Interpersonal and Communications skills

In addition to classroom learning, students engage in clinical practice under the supervision of a Registered Nurse or Practical Nurse with real patients.

These training programs prepare students for the competency evaluation examination, which must be passed by CNA Trainee to receive CNA certification.

In Rhode Island, individuals with nursing background can get enrollment in Nursing Aide Registry, provided they meet following standards:

• Those who hold a current RN or LPN license
• Those who have successfully completed a 100-hour CNA training program in another state but willing to relocate to Rhode Island
• Those how are currently certified as a CNA in another state

CNA from another state can petition Rhode Island Department of Health to be listed in the Rhode Island CNA registry.
